Welcome to James Kemp's Wiki
This is a collaborative web platform that allows people to edit1) the web pages to provide additional content for some of the stories I have written and the roleplaying games that I am involved in, whether as a player or GM.
There are several namespaces operating slightly different wiki subjects. These are, in no particular order:
- Skyss - Story Background - a fantasy novel I wrote for NaNoWriMo 2016.
- Perfects - background for the near future story and some police roleplaying that I ran in that universe
- Theocracy of Daprav - A D&D campaign that I ran with Glasgow University Games Society around 2002-3.
- Jim Wallman's Universe - a roleplaying by e-mail campaign that I play in, this is an unofficial wiki and none of it is canon unless Jim says it is.
- Interstellar Freelance Unlimited - subset of the Universe pages covering the activities of a mercenary company that we are currently roleplaying every Full Moon.
- Earth Imperium pages. These cover the activities of the Government of the Solar republic (aka Earth Empire) in Jim's Humanity Will Prevail campaign, including the Earth Imperium News Items.
- Free Worlds Alliance - covering the activities of another emerging polity in the Humanity Will Prevail campaign. Mostly contributed by Eric Moroney.
- Universe Background - page collecting the various bits of background info that have come up in various e-mail discussions for the campaigns set in Jim Wallman's Universe.
- Master map of the Universe (6Mb PDF, as at 3212).
- Delta Green - some roleplaying campaigns about horror and conspiracy. The main one was set in Berlin in 1953.
- Free games rules - a collection of free rules for wargames and other sorts of face to face games that I have designed or run.
- Wargames rules - I'm not just a player of games, I also do rules for them from time to time as well as one-off games. A primary outlet for this is through Chestnut Lodge Wargames Group.
- Other free rules - at the moment just those for the 1689 (Orange or Lemon? and Bonnie Dundee, respectively about the debates in the Scots Parliament and then the military campaign of Viscount Dundee during 1689) and The Other Side of the COIN (about what makes people become insurgents). All games that I have have produced for Chestnut Lodge Wargames Group.
- Background for a near future universe where I have written some fiction and also run some roleplaying games in.
Comments and complaints to me at webmaster@full-moon.info please.

Glitius Decianus Fate
After having spent a deal of time scraping together money to pay for the legions of Germany & Gaul the self-titled 'Procurator of the West' went to Rome when the Western Governors stopped him from receiving the tax incomes. Arriving at Rome just as the German Legions stormed the city Glitius Decianus stayed outside the city & waited until the looting had finished before entering the city with the commanders of the Legions and Valerius Asiaticus, the Governor of Belgica.
At this point the German Army Council was arrested, including Decianus, and told to provide some scapegoats. At the same time the newly proclaimed Emperor Vespasian announced that there would be no punishments for the troops. Decianus was made the scapegoat as he had paid the troops and not being of Senatorial rank lacked the necessary influence to save himself.
And so ended the game

Fabius Fabullus's Letters Home
During the game Fabius Fabullus, the Legate of Legio V, did his duty as a faithful son of Rome and wrote to his parents regularly enclosing money for them. After the sack of Rome a few of his letters were found on the floor of the ruined Senate house. The fate of his parents is unknown.
LETTER I
Dearest Mater
Honoured Pater
I am well and we are being paid, but not, according to what I am being told, by Rome. The local governors are reported to be paying for the legions out of their own pockets. This means that the legions are loyal, but not necessarily to Rome, or the Senate.

LETTER II
Dearest Mater
Honoured Pater
I have heard there is much turmoil in Rome & write in the hope of news of yourselves. If, the gods forfend, Rome is truely in danger from the plebian mob, perhaps you should seek safety here in Germania Inferior. For myself, we have defeated the Germani, & the border zone is now quiet.
I enclose money for you to use to protect yourself, flee Rome, or whatever else you feel is appropriate.

Letters to the Roman Senate
After the sacking of the Senate building a number of letters were recovered amid the ruins from members of the German Army Council to the Emperor & members of the Senate. These give a flavour of what they were telling the Emperor/Senate before they finally decided to march on Rome.
TO IMPERATOR GALBA, ROME
All Hail Caesar
Greetings from Valerius Asiaticus [Governor Belgica]
News from the Rhine Frontier. The troops have been paid - just - and are much displeased due to the oversight of delayed payment. Many frontier towns were taxed directly and will no doubt be expecting payment of IOUs from the Treasury. Barbarians are quite restless and we need reinforcements before beginning a pacification campaign.
All Hail Caesar
Valerius Asiaticus
TO EMPEROR GALBA, ROME
From Munius Lupercus (Junior) Legate XV Primagenia, XVI Gallica [Germania Inferior]
Your Imperial Highness
I write as a loyal commander of 2 legions on the German frontier. Unrest is rife here - due entirely to arrears of pay in the legions. Our own support is guaranteed, and your generosity in declaring the bounty is appreciated, but we urgently need money to pay the troops.
M. Lupercus
TO EMPEROR GALBA + THE SENATE OF ROME
It is with regret that I inform you that the situation in Gaul has reached crisis point. The monies that were gratefully received from the Emperor's gift have been inadequate.
It is vital that this matter be redeemed urgently.
The legions must be paid. I must have the 115 talents I need.
Your servant
Gauius Cornutus
Procurator of Gallia Lugdunensis
TO POMPEIUS VOPISCUS, SENATOR AT ROME
Greetings,
This is to advise you that the emperor has sent but 47 talents to pay the 7 legions in GERMANIA, and has told the legions that they are at the “arse end” of his priorities.
This is not likely to encourage loyalty to a man who would insult loyal troops so. What does the senate think of this?
What is the feeling in Rome?
We legates are loyal to the senate and people of Rome but it is difficult to support Galba in the face of such an insult.
CORNLIUS AQUINUS
LEGATUS IV LEGIO
GALBA, ROME
From Verginius Rufus (Imperial Legate)
Dearest Galba
I have sorted out the problem in Gallia Lugdunensis. The current Governor is adamant that Rome's funds have been sent to Rome - there they have disappeared.
Without being in Rome I can do no other thing than say chack the accountants!
As ever you friend + servant
rufus
TO POMPEIUS VOPISCUS, SENATOR AT ROME
Greetings from GERMANIA SUPERIOR.
Main problem here is lack of money from the Emperor to pay for the legions in GERMANY & GAUL. The 14th Legion in LUTIA has mutinied since they have not been paid.
It is in the interest of ROME for the Legions to be paid correctly. How can we defend the border without paid & loyal troops?
What happens in Rome?
CORNLIUS AQUINUS
LEGATUS IV LEGIO
GALERIUS - SENIOR CONSUL
Greetings fomr Britannica.
Report as follows.- Income is not good due to barbarian uprising upsetting locals - around 40 talents per tax quarter.
Expenditure purely on troop upkeep is 96 talents, thus we have a problem.
Military Situation - ongoing barbarian fighting have pulled back to oour borders to increase troop strength - fighting very hard but our losses are minimal - most due to cld - fighting in December and January in Wales due to orders of Governor Maximus. Perhapsyou should order him there to see what it is like for himself (advice from the commanders of II and IX).
How is the Emperor's health? How about that temple?
Regards, Prospertius Cerealis, Procurator of Britannia
