Welcome to James Kemp's Wiki
This is a collaborative web platform that allows people to edit1) the web pages to provide additional content for some of the stories I have written and the roleplaying games that I am involved in, whether as a player or GM.
There are several namespaces operating slightly different wiki subjects. These are, in no particular order:
- Skyss - Story Background - a fantasy novel I wrote for NaNoWriMo 2016.
- Perfects - background for the near future story and some police roleplaying that I ran in that universe
- Theocracy of Daprav - A D&D campaign that I ran with Glasgow University Games Society around 2002-3.
- Jim Wallman's Universe - a roleplaying by e-mail campaign that I play in, this is an unofficial wiki and none of it is canon unless Jim says it is.
- Interstellar Freelance Unlimited - subset of the Universe pages covering the activities of a mercenary company that we are currently roleplaying every Full Moon.
- Earth Imperium pages. These cover the activities of the Government of the Solar republic (aka Earth Empire) in Jim's Humanity Will Prevail campaign, including the Earth Imperium News Items.
- Free Worlds Alliance - covering the activities of another emerging polity in the Humanity Will Prevail campaign. Mostly contributed by Eric Moroney.
- Universe Background - page collecting the various bits of background info that have come up in various e-mail discussions for the campaigns set in Jim Wallman's Universe.
- Master map of the Universe (6Mb PDF, as at 3212).
- Delta Green - some roleplaying campaigns about horror and conspiracy. The main one was set in Berlin in 1953.
- Free games rules - a collection of free rules for wargames and other sorts of face to face games that I have designed or run.
- Wargames rules - I'm not just a player of games, I also do rules for them from time to time as well as one-off games. A primary outlet for this is through Chestnut Lodge Wargames Group.
- Other free rules - at the moment just those for the 1689 (Orange or Lemon? and Bonnie Dundee, respectively about the debates in the Scots Parliament and then the military campaign of Viscount Dundee during 1689) and The Other Side of the COIN (about what makes people become insurgents). All games that I have have produced for Chestnut Lodge Wargames Group.
- Background for a near future universe where I have written some fiction and also run some roleplaying games in.

T83 - Sunshine Fund Established

First Minister Ashanti annouced today that he had mandated the establishment of the Sunshine Fund to provide low level assistance to those in independent colonies that needed short term help.
Sunshine Fund
The aim of the Sunshine Fund is to provide low level assistance to small colony management to help them stay viable. The fund will provide cash to allow the colony management to buy in specialist equipment or personnel that can increase their ability to survive in what is often a hostile environment. The cash would be granted without obligation at the discretion of the local Quadrant Governor.
The eligibility criteria are:
- the colony is independent;
- there are no other polities investing in the colony;
- there is a demonstrable need for assistance to ensure the colony continues;
- specialist equipment, resources or personnel are required;
It does not matter where in a Quadrant the colony is located and it is for the colony management to approach the Earth Quadrant Government to ask for assitance, although where there is a clear humanitarian need the help may be offered before it is asked for.
There is a presumption that all requests for assistance will be actioned on rapidly and subject only to sufficient funds being available.
Each of the eight quadrants outside Q0 will have their own fund from the start of 3210.

T82 - First Minister Condemns Nuclear Attack
Dateline: 3209.287, Hookum, Q1
First Minister Ashanti spoke to condemn the atomic atrocity commited by the Republic of New Luxembourg Colony on Gurmat in Q2. He said “It was with considerable distaste that I read the news about the use of nuclear weapons against people in Q2. This is clearly not something that we can either condone nor allow to go unpunished. ”
Atomic Atrocity
The use of nuclear weapons where there may be civilian casualties is totally unacceptable. Even against military targets nuclear weapons should be an absolute last resort. Earth calls on all governments to put aside their differences and to act together in removing nuclear capability from the Republic of New Luxembourg and also in providing humanitarian and other assistance to the people of 'We Got Here' on Gurmat.
Earth will assist as much as is possible and will freely help any other assistance missions mounted by other polities. Should it be required we are also ready to lend military assistance to the people of 'We Got Here' at their request. We recognise that there is a considerable distance between our nearest colonies and Gurmat, so others are more likely to be able to render timely assistance and we call on them to do so.

IFU Articles of Association
1. The company will be called 'Interstellar Freelance Unlimited'. It shall have as its core business the undertaking of military operations for legitimate organisations, whether government or commercial.
Directors
Decision Making
2. The company will be governed by its Board of Directors. Changes to the articles of association must be unanimously agreed. Except where laid down otherwise all decisions by the Board will be by simple majority. All directors have an equal vote in Board decisions.
Adopting Directors
3. New Directors may be co-opted by an unanimous vote of the Board of Directors. The initial Directors are listed in Schedule 1.
Removing Directors
4. Directors may only be removed by two-thirds majority of the Board and two-thirds of the votes present at a General Meeting of shareholders.
Quorate Board Meetings
5. Board meetings are only quorate if there are a majority of Directors present or two-thirds of Directors have consented to the meeting take place.
Operations
5. The company will operate on a for profit basis. No more than one third of net profit in any Financial Year may be disbursed to employees or Directors.
6. The Financial Year will run concurrently with the Interstellar year.
7. All monies, goods or other securities received by Directors or employees from customers are deemed to have been paid to the company.
General Meetings
Frequency
8. There will be at least one General Meeting of shareholder each Financial Year.
Calling General Meetings
9. General meetings may be called at any time by one third of the directors or if 400 days have passed since the last general meeting. All shareholders must be delivered at least 25 days notice of the meeting.
Validity of General Meetings
10. General meetings shall only be quorate if a majority of the votes currently available are present and a majority of the current Directors are also present. Each share held entitles the holder to one vote at any general meetings.

Since then High Admiral Jackson's retirement as High Admiral, she has been High Admiral of the SWDA/FWA, in operational command of the FWA navy.

Career History
Xen became High Admiral upon the retirement of High Admiral Jackson. Xen commanded Operation Wolfhound, the Lon Chaney expedition and later led Operation PANAMA. There is speculation that Xen will replace Jackson as Chairman when he retires, but Xen is resolutely apolitical.
Other Information

Tidying the Museum
I never quite got round to writing up how this scenario ran, but here are the bits of contemporary background that I collected at the time. All copyright rests with the original authors.
The material I kept electronically was:
- Losses from Museum of Antiquities - a list compiled in mid-2003 once the looting had stopped.
- Report from Col Bogdanos the US officer in charge of the operation to locate the missing artefacts.
- Report of British Museum visit to Iraq from June 2003, sets out a professional museum curator view of the problem.
- Report on the Babylon site with maps and a chronology of what happened from the invasion to the end of 2004 or thereabouts
- Notes from a Conference on Plundering sites in Iraq, Afghanistan and Bosnia.
There ought to be a load more stuff on the British Museum website as well, I have some printed out pages that I obviously didn't save the material electronically.
